Cornet Vincent Ségurel creates a Public Law & Environment division in Lille with the arrival of Julien Fraccarollo and strengthens its teams

Julien Fraccarollo joins and strengthens the firm’s Public Law & Environment team, whose expertise is recognized in particular by the Legal 500, Le Point, Décideurs, and Best Law Firms France rankings. The team now has seven partners and 20 associate lawyers in Bordeaux, Lyon, Nantes, Paris, and Rennes. Julien Fraccarollo’s arrival will enable the firm to extend this expertise to Lille and the entire Hauts-de-France region.

With unique experience combining practice in a law firm and legal functions within various public administrations, Julien Fraccarollo has notably served as Head of the Legal Department and then Deputy Director of Public Procurement at the SDIS du Nord (2004-2015). He was also responsible for monitoring the legality of local authorities’ economic interventions for the Prefecture of Loire-Atlantique and Pays de la Loire (2017-2020), working closely with the central administration and the Regional Chamber of Accounts, before joining Cornet Vincent Ségurel in Nantes for the first time.

In 2021, he was appointed Technical Advisor in charge of legal issues to the Deputy Director General for Mobility, Infrastructure, and Ports for the Hauts-de-France region, where he provided internal consulting services and managed large-scale projects in the field of public passenger transport and freight/logistics.

Julien Fraccarollo holds a Master II in Public Business Law from the University of Nantes and a Master II in Local Government Administration and Management from the University of Lille. He works in French, English, and Dutch.

In Lille, Julien Fraccarollo will head up the new Public Law & Environment department and will work with local authorities and public sector players in the region. For their complex projects, he will collaborate with the firm’s multidisciplinary teams in Corporate, Tax, Real Estate, Intellectual Property, and Technology Law to offer full-service expertise tailored to the needs of public and private clients in the Hauts-de-France region.

This appointment is part of the development strategy of the Lille office, which opened in 2011 and has experienced strong growth. It reflects the firm’s commitment to providing local, high-quality legal services to economic and institutional players in the region.

Five new lawyers have joined the Lille office

This arrival is part of a global development strategy for the Lille office, which recently strengthened its teams with the arrival of five associate lawyers in various departments: Corporate Law, M&A, Private Equity, Competition and Distribution, and Restructuring:

• Claire Davigny, associate lawyer, works in Corporate Law, M&A, and Private Equity within the team led by Benjamin Chevalier, partner
• Leia Rieutord, associate lawyer, has also joined Benjamin Chevalier’s team in Corporate Law and M&A
• Anne-Flore Leroy, a lawyer awaiting her oath, has joined Amélie Poulain’s team, a partner, in Competition, Distribution and Contracts.
• Raphaëlle de Metz, associate lawyer, has joined Thomas Deschryver’s team in Restructuring and Distressed Companies
• Sacha Monthuel, trainee lawyer awaiting admission to the bar, has also joined Thomas Deschryver’s team in Restructuring and Distressed Companies.

These new arrivals confirm Cornet Vincent Ségurel’s dynamism in Lille and its ambition to offer comprehensive, high-quality legal support to businesses, executives, and local authorities in the Hauts-de-France region. Cornet Vincent Ségurel’s Lille office now has 37 employees, including 30 lawyers.
