Julien FRACCAROLLO

A graduate in Management and Administration of Local Authorities (Lille) and Public Business Law (Nantes), Julien Fraccarollo began his career in the public sector, where he held various senior legal positions within local and regional authorities — including the Nord Regional Fire and Rescue Departement, the Hauts-de-France Regional Council, and the Local Authority for the European Multimodal Platform of Dourges — as well as within the State administration (Ministry of the Interior / Prefecture of Loire-Atlantique).

His practice focuses primarily on public contract law, land and property structuring, the creation of public entities and enterprises, and institutional and local government law. He also advises on urban planning and development, with particular expertise in public transport (rail and road) and transportation infrastructure, notably in the port sector.

Julien frequently collaborates with consulting firms and engineering offices acting as project management advisors to public authorities on major infrastructure and development projects. He advises both public-sector bodies and private companies or associations involved in matters governed by public law.
